Winter Tibet 2026–2027: Free Scenic Areas, What Stays Open and the Best Routes

Tibet in winter feels very different from Tibet in July.

Barkhor Street is quieter. Snow sits on distant mountains. The light across Lhasa can be remarkably sharp, and you spend much less time negotiating your way around large tour groups.

And from October 15, 2026 to March 15, 2027, there is another reason to consider traveling: Tibet is running the ninth edition of its official winter tourism program.

The Winter Tour Tibet 2026–2027 policy gives free admission to A-rated tourist attractions across Tibet, with temple scenic areas excluded. The official announcement specifically names Namtso Lake, Yamdrok Lake and Basumtso among the participating attractions. Licensed tourism transport also moves to regulated low-season pricing during the campaign.

But winter travel comes with a catch. Snow, ice and road conditions can change an itinerary with very little notice.

So is winter actually a good time to visit Tibet?

For many travelers, yes. You just need to choose the route carefully.

Winter Tibet 2026–2027: what the official winter policy actually says

 

The ninth Winter Tour Tibet campaign begins on October 15, 2026 and finishes on March 15, 2027.

According to the Tibet Autonomous Region Department of Culture and Tourism, the main tourism benefits are:

  • Free admission to all A-rated tourist attractions across Tibet, except temple scenic areas.
  • Namtso Lake, Yamdrok Lake and Basumtso are specifically named as included attractions.
  • Licensed tourism transport companies must apply low-season passenger transport prices no higher than 50% of peak-season prices.
  • Each attraction can set its own opening arrangements and reservation requirements, so travelers should check the latest local announcement before visiting.

That last point matters.

“Free admission” doesn’t guarantee that every attraction will be open every day between October and March. A heavy snowfall can temporarily close a road or scenic area even when the attraction normally operates in winter.

The policy covers admission. It doesn’t say that every local shuttle, sightseeing vehicle, hotel, meal or optional service is free.

So yes, winter can reduce part of the cost of traveling in Tibet. But your entire Tibet trip does not suddenly become free. If only.

The 2026–2027 announcement uses a broad rule: all A-rated tourist attractions are admission-free during the campaign, except temple scenic areas.

It also gives three important examples.

The recently opened Potala Palace Snow City, or Shol, route is particularly interesting this winter. It opened to visitors on September 20, 2026. Its normal ticket costs 25 RMB in peak season and 10 RMB in low season, but the Potala Palace Administration states that the Snow City route is free during the Winter Tour Tibet program.

Remember that Snow City is a separate visitor route below the main palace. It doesn’t include the White Palace and Red Palace interiors.

 

Winter Tibet 2026–2027: what actually stays open?

This is where winter planning becomes more interesting.

Lhasa remains the safest base for a winter itinerary because major cultural attractions continue operating, though several move to shorter winter hours.

Potala Palace

From November 1, 2026 to April 30, 2027, the Potala Palace uses its winter schedule:

Opening: 9:30
Last admission: 15:20

The Potala Palace also closes every Monday, except on national public holidays. That Monday closure has been in effect again since September 21, 2026.

So don’t build your entire Lhasa itinerary around a Monday morning visit to the Potala. Your guide will appreciate the lack of last-minute gymnastics.

Tibet Museum

The Tibet Museum has also confirmed its 2026–2027 winter timetable.

From November 1, 2026 to April 30, 2027:

Opening: 10:00
Last admission: 16:30
Closing: 17:30

That makes it a useful option for colder days in Lhasa.

Namtso Lake

Namtso has operated during winter, and an official January 2026 announcement described the Tashi Island area as operating year-round, with winter hours from 9:30 to 18:00.

But there’s a very practical warning attached to that.

The attraction states that extreme weather can force changes to sightseeing-bus operations. And in September 2026, the nearby Sacred Elephant Gate area temporarily closed after heavy snow left roads icy, then reopened once the snow had been cleared.

So Namtso can be a winter option, but we recommend confirming access close to your departure date.

 

Winter Tibet 2026–2027: the best route for a first winter trip

For a first winter visit, Lhasa is the easiest place to start.

You get several days to adjust to the altitude while visiting the Potala Palace, Jokhang Temple, Barkhor Street, Sera Monastery and Drepung Monastery.

Winter changes the mood of these places.

There are generally fewer visitors than during the main April to October travel season. Around Barkhor, you’ll still see pilgrims moving clockwise around Jokhang Temple, while tea houses offer a very welcome escape when your fingers finally announce that yes, it really is winter.

For travelers visiting Tibet for the first time, this is one of the simplest winter routes to plan.

If you want more scenery without heading deep into western Tibet, add Yamdrok Lake.

Yamdrok is specifically included in the official Winter Tour Tibet free-admission announcement.

The lake sits beyond the high road from Lhasa, and its long curves look very different during the colder months. Brown and gold hills replace summer green, while snow can cover the surrounding mountains.

The important part is access.

Yamdrok sits at high altitude, and the official tourism authorities warn that local weather changes quickly. Road and weather conditions should be checked before departure.

Potentially, yes. But this is where flexibility becomes essential.

Everest Base Camp on the Tibetan side can operate during winter when road and weather conditions permit. The official Tibet tourism guide for 2026 even lists Everest Base Camp stargazing among November travel ideas, while warning that some high-altitude attractions can begin closing and should be checked before departure.

A recent example shows exactly why we use that wording.

On September 25, 2026, the Everest scenic area stopped selling tickets because snowfall had created icy roads and unsafe driving conditions. Snow and ice were cleared, and ticket sales resumed at 9:00 on September 26.

That was September, before winter had even properly arrived.

This doesn’t mean you should avoid Everest in winter. It means an Everest winter itinerary needs room for weather-related changes.

Your local guide and driver matter a lot on this route. A beautiful forecast on your phone is nice. An actual road report from the plateau is nicer.

 

Winter Tibet 2026–2027: should you include Namtso?

Namtso is one of the biggest incentives in the new winter policy because it is explicitly listed among the attractions receiving free admission.

And winter Namtso can look extraordinary, with snow around the mountains and ice forming along sections of the lakeshore.

But don’t treat Namtso like a fixed city attraction.

Snowfall can change road access quickly. The September 2026 closure and reopening of the Sacred Elephant Gate area is a good example of how fast conditions can move.

For a winter departure, however, treat the exact route as weather-dependent. We recommend checking the current condition of both Everest and Namtso before confirming the itinerary.

Winter travel isn’t difficult simply because the thermometer drops. The bigger issue is how altitude, wind, sunshine, ice and large day-to-night temperature changes work together.

The Tibet tourism authority’s 2026 annual guide recommends heavy down jackets, thermal layers, warm hats, gloves and slip-resistant footwear for winter months. It also notes strong winter sunshine and warns that some high-altitude attractions may close temporarily.

Layers work better than one enormous jacket.

During the day in Lhasa, sunshine can feel surprisingly warm. Once the sun drops behind the mountains, the temperature can feel very different.

And don’t underestimate sun protection just because you’re wearing gloves. High altitude means strong UV exposure throughout the year.

Winter Tibet 2026–2027: are permits different in winter?

No seasonal tourism discount removes the travel-document requirements for foreign visitors.

Foreign travelers still need the Tibet Travel Permit and must follow the current travel rules that apply to their nationality and itinerary.

The Winter Tour Tibet campaign changes attraction admission and tourism pricing policies. It doesn’t replace the permit system.

The Winter Tour Tibet program covers five months, but those five months don’t give you the same trip.

The official tourism authority describes November as a good period for night-sky viewing and December as the beginning of blue-ice season, while also reminding travelers to check high-altitude attraction access.

If your first priority is cultural sightseeing, Lhasa works well across the winter period.

If your priority is Everest, Namtso or other high-altitude destinations, build more flexibility into your dates.

Winter makes particular sense if you want fewer visitors, are comfortable with cold weather and don’t mind keeping part of the itinerary flexible.

It can also make financial sense. Free admission at qualifying attractions and regulated low-season tourism transport pricing can reduce some local travel costs.

But winter may be a poor fit if every stop on your itinerary is non-negotiable.

If you have exactly eight days and Everest absolutely must happen on Day 6 regardless of snowfall, winter weather doesn’t care about your spreadsheet.

Travelers who enjoy a slower pace often get more from this season. Spend an extra afternoon around Barkhor. Sit down for sweet tea. Watch pilgrims circle the Jokhang. Leave enough room for the itinerary to move when the plateau decides to change the plan.
